Rachel undertook an analysis of Australian Insurance law and the regulatory system covering property damage caused by fire. Her project mapped the problems with the current insurance system, as exemplified by the number of uninsured Australians living in bushfire-affected areas in Victoria on Black Saturday 2009.
She investigated why many individuals fail to take up insurance and sought ways to overcome this problem by addressing the legal impediments to obtaining reasonably priced insurance. She also looked to propose methods for greater transparency and accountability in the regulation of fiscal relationship between the funding of emergency services and the insurance industry.
